SUBMISSIONS FROM THE NON-FEDERAL SECTOR ARE NO LONGER BEING ACCEPTED. This page contains the Program Announcement, including proposal preparation instruction and Statements of Need (SON), referenced in the Broad Agency Announcement (BAA), November 8, 2007, U.S. Army Corps of Engineers, Humphries Engineering Center Support Activity (HECSA), Contracting Office. To be eligible for consideration, proposers must submit a pre-proposal in accordance with the instructions provided in the BAA and further defined in this Program Announcement. In addition, all (pre-)proposals must meet the proposal format and other requirements that are described in the Program Announcement and in the individual SONs. Proposal objectives should focus on high priority, mission related, defense needs (and congruent DOE needs); technical excellence; constant emphasis on technology transfer; and sound fiscal management.
