PROGRAM ANNOUNCEMENT FOR THE FY 2009 SERDP EXPLORATORY DEVELOPMENT (SEED) CALL FOR PROPOSALS TO FEDERAL SECTOR PROPOSERS

THE SOLICITATION CORRESPONDING TO THIS ANNOUNCEMENT IS OPEN TO FEDERAL SECTOR PROPOSERS ONLY, INCLUDING GOVERNMENT-OWNED CONTRACTOR-OPERATED (GOCO) RESEARCH LABORATORIES. IF YOUR ORGANIZATION IS NOT IN THIS CATEGORY, PLEASE RETURN TO THE PRECEDING PAGE AND SELECT THE NON-FEDERAL SOLICITATION (BAA).

SEED PROPOSALS ARE DUE BY THURSDAY, MARCH 6, 2008.

Proposals prepared in response to this solicitation must be submitted through a member of the SERDP Executive Working Group (EWG), each of whom represents a specific federal organization. Each EWG member will initiate an organization-specific solicitation, evaluation, and down-selection process prior to submission to SERDP for peer review and final selection for FY09 funding. There is no limit on the number of SEED proposals an organization can submit.

Federal organizations that wish to participate in this solicitation must contact their respective member of the EWG to obtain specific organizational proposal due dates and internal review procedures. Federal organizations that wish to participate, but that are not directly represented by the Services or Agencies on the EWG should contact the SERDP Program Office (703-696-2127).

All proposals must meet the proposal format and other requirements that are described in the Program Announcement and in the individual Statements of Need (SONs). Proposal objectives should focus on high priority, mission related, defense needs (and congruent DOE needs); technical excellence; constant emphasis on technology transfer; and sound fiscal management. All proposals must be submitted with a standard SERDP proposal cover page.  The cover page may be accessed, completed, and printed by linking to https://sems.serdp-estcp.org/index.jsp.
