PROGRAM ANNOUNCEMENT FOR THE FY 2009 SERDP EXPLORATORY DEVELOPMENT (SEED) BROAD AGENCY ANNOUNCEMENT TO NON-FEDERAL SECTOR PROPOSERS

THE SOLICITATION CORRESPONDING TO THIS ANNOUNCEMENT IS OPEN TO NON-FEDERAL SECTOR PROPOSERS ONLY. IF YOUR ORGANIZATION IS A FEDERAL DEPARTMENT OR AGENCY, INCLUDING GOVERNMENT-OWNED CONTRACTOR-OPERATED (GOCO) LABORATORIES, PLEASE RETURN TO THE PRECEDING PAGE AND SELECT THE FEDERAL CALL FOR PROPOSALS.

SEED PROPOSALS ARE DUE BY THURSDAY, MARCH 6, 2008.

This page contains the Program Announcement, including proposal preparation instruction and Statements of Need (SON), referenced in Broad Agency Announcement, November 8, 2007, U.S. Army Corps of Engineers, Humphries Engineering Center Support Activity (HECSA), Contracting Office.

To be eligible for consideration, proposers must submit proposals in accordance with the instructions provided in the BAA and further defined in this Program Announcement. In addition, all proposals must meet the proposal format and other requirements that are described in the Program Announcement and in the individual SONs. Proposal objectives should focus on high priority, mission related, defense needs (and congruent DOE needs); technical excellence; constant emphasis on technology transfer; and sound fiscal management.
